Job Title: Government Partnerships Consultant – Social Protection Type of Contract: International Consultancy Division: Global Partner Countries – Thematic Team Duty Station (City, Country): Rome HQ, Italy – some travel involved Duration: 5 months – with potential extension Background and Purpose of the Assignment About WFP The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger globally. The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, established in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolios through strategic fundraising, which differs from humanitarian fundraising. Organizational Context WFP seeks to fill the position of Government Partnerships Officer for Social Protection at its Rome headquarters. Job Purpose WFP relies on voluntary contributions for funding. Building relationships with public sector fundraising partners is vital for supporting projects that impact millions worldwide. Fundraising in the social protection thematic area requires a targeted, strategic approach, emphasizing social protection financing expertise. Responsibilities Implement a government donor engagement work plan on social protection to identify and strengthen partnerships aligned with WFP’s strategic goals, including organizing thematic discussions, events, and publications. Position WFP’s value proposition in social protection with partners, develop tailored engagement materials, and support organizational coherence in partner engagement. Guide units and offices on partnership strategies, proposal writing, and best practices, updating portfolios and funding needs accordingly. Maintain up-to-date donor intelligence and promote key information system use within WFP. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are met. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to foster growth and explore new opportunities. Support high-level corporate dialogue, highlight strategic opportunities, and advise senior management on partnership development. Assist in designing partnership proposals, negotiate agreements, and ensure partner visibility and compliance. Support WFP’s positioning with governments and international institutions where WFP operates, based on socio-political insights. Perform other related duties as required. Qualifications and Experience Education: Advanced degree in International Development, Economics, International Relations, Social Protection, or related fields. Experience: At least 8 years in partnership roles, with expertise in social protection policy, financing, and programming. Knowledge and Skills Experience in developing partnerships across sectors and geographies. Proficiency in advocacy, positioning, and resource mobilization processes. Strong data analysis, messaging, and communication skills. Experience with system improvements and partner intelligence platforms. Languages Fluent in English (level C); knowledge of Spanish, French, or Arabic is advantageous.
