Manager of Pre Construction and Estimating - Civil Infrastructure

Hays Civil Construction in Ontario has partnered with our client to hire a Manager of Pre- Construction and Estimating in Vaughan. Your new Company The organization brings over 50 years of experience as a General Contractor, specializing in underground servicing, mass earthworks, road works, storm management and concrete works. Due to continued growth, they are excited to hire a Manager of Pre- Construction and Estimating to join them. Your new Role The Manager of Pre-Construction and Estimating is a leadership role responsible for overseeing all estimating, procurement, and pre-construction planning activities for civil water and wastewater infrastructure projects in private land development. Including site servicing for subdivisions, industrial/commercial lands, and large-scale development sites. In this role, you will lead a high-performing estimating team, coordinate procurement, interface with consultants, and set bidding strategies. This role requires deep knowledge of site servicing, strong analytical skills, and hands-on experience using Bid2Win, Jonas Construction Software, and online bidding platforms such as Bids & Tenders. What you’ll need to Succeed To succeed as the Manager of Pre- Construction and Estimating, you will bring 10 years’ experience in civil estimating and pre-construction, with a focus on private development water and wastewater servicing. Strong working knowledge of Bid2Win (mandatory) and Jonas Construction Software (preferred). Proven experience in reviewing tender and contract documents, identifying scope gaps, and aligning bid strategies. Ability to lead tender pursuits from start to finish, including site visits, pre-bid meetings, subcontractor coordination, and bid submission. Familiarity with online bidding platforms, including Bids & Tenders, Merx, eSolutions, and private developer portals. Ability to read and interpret complex civil engineering drawings, specifications, geotechnical reports, and construction standards. Experience in procurement and negotiation with subcontractors and suppliers. Excellent leadership, communication, and organizational skills. Diploma or degree in Civil Engineering, Construction Management, or related field. Additionally, it is considered an asset if you have knowledge of municipal servicing standards (e.g., City of Toronto, York, Peel, Halton, Durham and local municipalities). As well as having relationships with private land developers and engineering consultants in the GTA or similar markets. Finally, experience with subdivision agreements, pre-servicing approvals, utility coordination, and off-site municipal works.
