Job Description

What the role is: Planning & Strategy’s role is to prepare HTX for the future by ensuring that our strategic plans are informed by a comprehensive analysis of challenges, opportunities, and priorities. The Programme Planning & Control supports HTX management in developing S&T capabilities strategically, coherently, synergistically, and timely to meet MHA operational needs while ensuring compliance with WOG/MHA governance. This includes overseeing the clearance of MHA’s significant ICT projects at the Whole of Government level and ensuring robust policies, systems, and frameworks are in place to address governance and organizational needs. What you will be working on: • Understand the Home Team’s operating context, challenges, constraints, and harmonize efforts across all Home Team Departments and agencies. The Home Team is undergoing a major transformation in terms of Science & Technology (S&T) development. • Be equipped with knowledge of MHA’s strategic priorities/initiatives, ICT/financial policies, and technicalities required to support PMTs in clearing WOG approval channels for MHA’s key ICT projects. • Work with internal stakeholders (such as project managers) and external stakeholders (such as HTDs, MHQ, SNDGO, MOF, and GovTech) on frameworks, processes, and planning norms to enhance project delivery. Be meticulous and pay close attention to detail while maintaining a broader strategic perspective and understanding the operating context. • Provide sound recommendations to HTX senior management to support the Home Team Transformation through the delivery of S&T capabilities. • Strategize and leverage productivity tools to enhance and streamline processes. What we are looking for: • At least 5 years of working experience in planning or project management. Previous experience in MHQ, the Home Team, and/or related areas is preferred. • Possess excellent negotiation, communication (both written and spoken), and presentation skills. • Possess intellectual flexibility and adaptability to handle cross-cutting issues and transformational solutions. • Able to work independently with minimal guidance, under time pressure, and manage concurrent deadlines effectively. • Exercise sound judgment to analyze, report, and propose mitigating measures for project issues. • Fundamental knowledge of productivity tools like Python and Tableau is preferred to perform the job competently. • Familiarity with project management and governance policies/processes will be beneficial. • Be a dependable leader who is accommodating and can work with others, as the work scope is fluid and evolving rapidly. All new hires are appointed on a two-year contract initially and will be assessed for permanent tenure over time based on performance.
