Job Title: Government Partnerships Consultant – Social Protection Type of Contract: International Consultancy Division: Global Partner Countries – Thematic Team Duty Station (City, Country): Rome HQ, Italy – some travel involved Duration: 5 months – with possibility of extension BACKGROUND AND PURPOSE OF THE ASSIGNMENT : ABOUT WFP The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The Global Partner Countries Division (GPC) supports efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, established in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolio through strategic fundraising, which differs from humanitarian fundraising approaches. ORGANIZATIONAL CONTEXT WFP seeks to fill the position of Government Partnerships Officer for Social Protection in Rome, Italy. JOB PURPOSE WFP relies on voluntary contributions for funding. Building relationships with public sector partners is crucial for supporting projects that impact millions globally. Fundraising in the social protection sector requires targeted strategies and expertise, especially in social protection financing. KEY RESPONSIBILITIES : Implement a government donor engagement plan on social protection to develop and strengthen partnerships aligned with WFP’s objectives, including organizing thematic discussions, events, and publications. Position WFP’s value proposition with partners, develop tailored engagement materials, and support internal coherence across the organization. Guide regional and country offices on partnership strategies, proposal writing, and best practices; update programming portfolios and funding needs. Maintain up-to-date donor intelligence on social protection and promote its use within WFP. Coordinate the Social Protection Trust Fund, managing donor relations and reporting. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to expand collaboration opportunities. Support corporate dialogue with partners, highlighting strategic opportunities, and advising senior management. Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance. Support WFP’s positioning of social protection portfolios with governments and international institutions, providing insights and advice. Perform other duties as required. QUALIFICATIONS AND EXPERIENCE : Education : Advanced degree in International Development, Economics, International Relations, Social Protection, or related fields. Experience : Minimum of eight years in partnership roles with relevant expertise. Knowledge and Skills : Experience in social protection policy, financing, and programming. Understanding of government and corporate strategies, public policy, and influence levels. Experience in developing multi-stakeholder partnerships and advocacy events. Proven ability to build long-term relationships and expand engagement across sectors and geographies. Experience in resource mobilization, negotiations, and strategic advice. Ability to support data-driven decision-making and develop external messaging and briefs. Contributions to system improvements and partner intelligence platforms. Languages : Fluency in English (level C); knowledge of Spanish, French, or Arabic is a plus. Terms and Conditions WFP offers competitive compensation based on contract type and qualifications.
