Technical Manager (Tendering & Pre-Construction) Northamptonshire – Hybrid working £75,000 car/car allowance Fourblue are working with a leading ICP delivering end-to-end multi-utility solutions spanning electricity, gas, water, and fibre for major residential and commercial developments across the UK. As they continue to grow, they’re hiring a Technical Manager to lead tendering and pre-construction. This is a high-impact role, overseeing a skilled team to deliver accurate, commercially focused proposals that support efficient and successful project delivery. Responsibilities of the Technical Manager: As the Technical Manager, you'll lead a multidisciplinary team responsible for developing accurate and commercially sound quotations, overseeing technical evaluations, and ensuring the smooth handover of projects from tender to delivery. Lead, coach, and manage estimating and pre-construction teams Oversee the preparation of timely and technically sound tenders Collaborate with design, commercial, and delivery teams to align on project scope and feasibility Review utility network studies and technical submissions (using tools like Windebut, Synergy, GasWorks) Drive process improvement, workflow optimisation, and best practice adoption Engage with clients, consultants, and internal stakeholders to ensure clarity and alignment Provide strategic input on complex or multi-phase developments Monitor team performance, report KPIs, and support senior management with technical insight Criteria for the Technical Manager: At least 5 years of experience in estimating or pre-construction, ideally in utilities, infrastructure, or the ICP/IDNO environment Strong understanding of multi-utility design, cost estimation, and technical documentation Experience leading teams and managing technical submissions Ability to communicate clearly across technical and non-technical stakeholders A proactive, organised mindset with a problem-solving approach This is a fantastic opportunity to play a strategic leadership role, get in touch today with your most up to date C.V
