Scotland Excel is continuing to experience a growing demand for our capability as a centre of procurement expertise for public sector, from local authorities across Scotland and other organisations in the public domain. As a result, we are seeking to recruit 5 Procurement Co-ordinators to be positioned across our Governance & Performance (1), Contract Delivery (3) and National Savings (1) Teams. About the Role Governance and Performance: 1 post, fixed term for 24 months (ref: 107776) This role is an exciting opportunity to work with the Governance and Performance team across the procurement portfolio, liaising with colleagues, members and suppliers to support the validation of management information spend data to ensure accuracy and completeness; and increase the receipt of rebate income. The role will require a high level of attention to detail and numeracy, confidence to deal with multiple different stakeholders and the ability to manage several projects simultaneously. Contract Delivery: 3 posts, 1 fixed term for 24 months (ref: 102547), 1 fixed term for 12 months (ref:107772), 1 permanent (ref:107774) Multiple roles within the Contract Delivery team, including work in the Construction category and in supporting the development of a wider group of goods and services developed for councils and associate members. Scotland Excel are keen to attract individuals with direct experience of working within technical services and have a good understanding of service delivery in the public sector. The role will require a high level of attention to detail and numeracy, confidence to deal with multiple different stakeholders and the ability to manage several projects simultaneously. National Savings Team: 1 post, fixed term for 24 months (ref: 102554) This role will be working within our National Savings Team as sole procurement lead to deliver Scotland wide aggregated mini-competitions. You will be required to engage with our members and partners to develop specifications and schedule of requirements and to manage and progress the procurements from conception to award. The role will require sound procurement knowledge and experience with a high level of attention to detail and numeracy, confidence to deal with multiple different stakeholders and the ability to manage several projects simultaneously. Key Responsibilities for the role of Procurement Co-ordinator across all teams: Lead, advise and coordinate preparatory work supporting the effective management of the portfolio of high value/high risk Category B contracts Responsible for realising the benefits of collaborative procurement by supporting new contract development opportunities for Category B goods and services and support managing established contracts Support the User Intelligence Groups process for designated commodities to ensure that efficiency, effectiveness and value are delivered to local authorities Manage a range of research and analysis duties as directed in support of the procurement teams’ contracts process Assist in the implementation of procurement strategies that deliver key team targets and goals Liaise with and coordinate relevant feedback from key stakeholders in the procurement process Ensure compliance with standing orders, statutory provisions, EU directives, other relevant legislation and Scotland Excel policies, procedures and processes We are looking for people who are: Proactive, innovative, meticulous, problem solvers, and have excellent written and verbal communication skills. The successful candidate(s) will have the following desired qualifications and relevant experience: Educated to degree level or equivalent qualification or experience.
