Construction HSE Engineer

Role The candidate reports to the HSM and is responsible for verifying and ensuring that all activities comply with the TCM HSE Policy, regulations, standards, and procedures, promoting preventive and corrective actions as required. Main Responsibilities Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA). Verify the adequacy and application of the Site HSE Plan and related procedures; prepare revisions as needed. Update HSE documentation throughout all construction phases as necessary. Ensure subcontractors perform activities in accordance with applicable HSE procedures, regulations, and standards; promote adherence. Organize, plan, and participate in periodic HSE walk-arounds, inspections, and audits; prepare reports, action plans, and follow-up on corrective actions. Coordinate and participate in site HSE training activities. Participate in site HSE meetings and prepare minutes of meetings (MOM). Collaborate with the client on work permit issues. Investigate work accidents to identify corrective measures to prevent recurrence. Maintain accident records and identify areas requiring preventive measures. Conduct and promote personnel indoctrination and training. Lead and coordinate the Site HSE Committee activities involving contractor and subcontractor HSE representatives. Lead and coordinate the site emergency response and fire prevention teams; organize training and drills. Prepare HSE sections for monthly construction progress reports and other periodic reports. Update and analyze Site HSE Statistics, monitor performance against project and corporate HSE objectives, targets, and indicators. Propose recovery plans in case of performance mismatches.
