Organizational Setting FAO is the specialized Agency of the United Nations leading international efforts to defeat hunger. The Finance Division (CSF) administers financial policies and procedures, maintains accurate accounts, and ensures compliant disbursements. The post is located at FAO headquarters in Rome, in CSF’s Treasury and Banking Operations Branch (CSFT), which manages liquidity, external investment oversight, and FAO banking and foreign exchange operations. Reporting Lines The Financial Legal Support Officer reports to the Senior Finance Officer, Head of Treasury and Banking. Technical Focus Provide procedural advice to ensure efficient investment, payment, and banking services, and support contracting activities of the Treasury and Banking Operations Branch, in compliance with FAO rules and regulations. Key Results Ensure treasury and banking operations activities comply with FAO policies, procedures and rules and reflect best practice. Key Functions Provide advisory support on legal aspects related to banking, investment or payment processes, liaising with the Legal Office as appropriate and seeking clearance as needed. Participate in meetings with financial counterparties to assist in negotiations of contractual terms and conditions and address potential disputes. Draft complex contracts, review investment, payment and banking agreements, formulate special legal provisions, and liaise with the Legal Office for clearance. Draft guidelines and communications related to treasury and banking operations on legal matters and risk mitigation to facilitate knowledge transfer. Prepare reviews of financial regulatory changes that may impact the Treasury and Banking Operations Branch, in coordination with the Legal Office and noting the Legal Office’s sole competence for legal advice to technical units and Governing Bodies. Assist in the initial review of financial contracts before submission for legal clearance. Engage in consultations and clearances with the Legal Office as needed. Qualifications and Candidates Education and experience: Advanced university degree (Master’s or equivalent) in law with emphasis on commercial contract law. A first-level law degree plus two years of relevant work experience and completion of professional qualification to practice law may be accepted in lieu of an advanced degree. Five years of professional legal experience in commercial contract law, including at least two years in finance, banking, asset management, or financial services. Languages: Working knowledge (proficiency level C) of English and intermediate knowledge (level B) of one other official FAO language (Arabic, Chinese, French, Russian or Spanish). Competencies: Results Focus, Teamwork, Communication, Building Effective Relationships, Knowledge Sharing and Continuous Improvement. Technical/Functional Skills: Experience in drafting complex contracts with substantial legal content in English; experience in advisory support in commercial contract law, finance, banking, asset management; drafting procurement procedures and contractual instruments; working in more than one location or area is desirable; experience within international institutions and in working with central banks, multilateral entities, sovereign funds, banks, insurance firms or asset managers.
