Job Description

Project Controls Specialist Position Overview We are seeking an experienced Project Controls Specialist to support our Earned Value Management System (EVMS) and Project Controls System. This senior-level position requires an expert who can perform complex cost estimating, analysis, and control activities while providing technical direction and supervision when delegated. Key Responsibilities Project Controls & Cost Management Support and maintain the Earned Value Management System (EVMS) and Project Controls System Perform cost estimating, analysis, and control activities across multiple projects Conduct schedule development, maintenance, and monitoring activities Identify trends and provide analysis for management attention and decision-making Develop resolutions to complex problems requiring creativity and in-depth evaluation of variable factors Leadership & Supervision Supervise and provide technical direction for cost engineering and/or planning/scheduling activities when delegated Coordinate activities of other personnel as assigned Support project organizational and administrative activities when delegated Ensure work is completed as scheduled and meets quality standards Strategic Contribution Contribute to the development of new theories and methods in project controls Exercise significant latitude in determining assignment objectives and methodologies Resolve complex issues using professional concepts and organizational objectives in creative and effective ways Work independently with minimal direction on complex assignments Control Account Management (CAM) Functions For positions serving as Control Account Manager, additional responsibilities include: Implement and monitor technical projects using advanced project controls knowledge Manage project budgets including comprehensive cost estimating, control, and analysis Develop and implement corrective actions for project deviations Create and deliver detailed and accurate status reports to stakeholders Required Qualifications Education & Experience Bachelor's degree in Engineering, Construction Management, Business, or related field Minimum eight years of related experience in project controls, cost engineering, or equivalent combination of education and experience Post-graduate coursework preferred Technical Skills Advanced knowledge of Earned Value Management System (EVMS) tools and processes Extensive experience in planning and scheduling functions, including schedule development, control, and analysis Proven expertise in cost engineering functions including cost estimating, cost control, and cost analysis Proficiency in personal computer operating systems and basic software applications Proficiency in multiple discipline-specific software applications currently used in project controls Knowledge of engineering and construction management principles Professional Skills Demonstrated experience in field and home office environments Knowledge of supervision, personnel administration, and training of technical and non-technical personnel Strong oral and written communication skills Ability to work independently and coordinate multiple activities simultaneously Specialized Knowledge Advanced understanding of project controls and/or project management principles Experience with engineering functions and principles required for technical project implementation Proven ability to analyze complex data and variable factors Experience developing creative solutions to complex organizational challenges Position Level This is a senior-level position for an individual considered an expert in their field within the organization. The role requires wide-ranging experience and the ability to use professional concepts to resolve complex issues in creative and effective ways. The successful candidate will frequently contribute to organizational knowledge and methodology development. Work Environment This position involves both field and office-based work, requiring flexibility and adaptability to various project environments. The role demands significant independent judgment and the ability to manage multiple priorities simultaneously.
