Bilingual Change Management Consultant

We are seeking an experienced Bilingual (EN/FR) Change Management Consultant to lead the design, implementation, and oversight of a change management strategy for a major transformation within a public sector Crown corporation. This senior consulting role requires both strategic leadership and hands-on execution, ensuring that business processes, systems, and people successfully adopt new ways of working in a regulated, multi-unit, and complex public sector environment. You will work closely with project managers, sponsors, and business leads to ensure smooth adoption of new processes, systems, and behaviors, while aligning with established organizational change management practices. The ideal candidate will have experience in large-scale organizational change, technology or business transformation projects, and the ability to navigate unionized workplaces and multi-stakeholder environments. Roles and Responsibilities Develop, document, and lead the change management strategy and plan for the project. Conduct change readiness assessments and impact analyses, reporting findings to guide strategy. Identify risks and resistance to change; create and execute mitigation plans. Develop and oversee communication, engagement, leadership, and training plans. Facilitate awareness sessions and presentations to promote change management principles and tools. Define, track, and report against change adoption and performance metrics. Act as a trusted advisor to project leaders, providing guidance and recommendations. Ensure knowledge transfer and sustainment of change outcomes to business leaders. Actively participate in project meetings, providing regular updates on change progress. Qualifications and Skills Minimum 10 years of senior-level change management experience. Prosci Change Management certification required. Bilingual in English and French (oral and written). Strong knowledge of change management best practices and methodologies. Proven track record supporting projects involving technology implementation, business transformation, and operational excellence. Experience working in complex, multi-unit, or unionized environments is an asset. Security clearance (Reliability Status).
