Job Specification – Delivery Manager (Contract) Role: Delivery Manager Location: Newcastle, Leeds, or Manchester (Hybrid – on-site presence required) - 3 x per week Clearance: SC Cleared (Active) Engagement Type: Contract IR35 Status: Inside IR35 Duration: 3 – 6 months Rate - £450 – £500 per day Role Overview We are seeking an experienced Delivery Manager with a proven track record in managing digital and technology projects within the UK Government or wider public sector. The successful candidate will take end-to-end responsibility for the delivery of complex programmes, ensuring alignment with Government Digital Service (GDS) standards, and leading multidisciplinary teams to deliver high-quality outcomes. Key Responsibilities Lead the delivery of digital projects, ensuring timelines, budgets, and quality standards are met. Facilitate Agile ceremonies and embed best practices across teams. Build, maintain, and manage relationships with senior stakeholders across government departments. Remove blockers, manage risks and issues, and drive delivery momentum. Ensure alignment with government frameworks, including GDS Service Standards. Support teams in adopting a delivery-focused culture while promoting collaboration and continuous improvement. Manage dependencies across multiple teams and suppliers. Provide clear, concise reporting and governance updates. Essential Skills & Experience Demonstrable experience as a Delivery Manager in UK Government or public sector programmes. Active SC Clearance (mandatory). Strong background in Agile delivery, with experience in Scrum, Kanban, or scaled Agile frameworks. Excellent stakeholder management, influencing, and negotiation skills. Proven ability to manage risks, issues, and dependencies in complex environments. Experience in leading multidisciplinary teams including developers, BAs, testers, and UX professionals. Strong understanding of government delivery approaches, including GDS standards and agile governance. Desirable Skills Experience of delivering large-scale digital transformation initiatives. Familiarity with DevOps, CI/CD pipelines, or modern delivery practices. Knowledge of budgeting, financial management, and commercial supplier management within government contexts. Experience with project management tools such as JIRA, Confluence, or similar.
