Primary objective Provide high level strategic and operational advice on the effective planning, delivery and management of projects, teams and contracts to ensure the delivery of housing related Capital and Minor New Works programs in remote, regional and urban locations across the Northern Territory. Context statement The Housing Program Office is responsible for delivering a 10-year remote housing program, Our Community. Our Future. Our Homes. Across 73 remote communities that will deliver new houses and additional living spaces with a focus on local decision making. An additional $432 million has been committed over 8 years to prepare land servicing and essential services to support future housing works. When combined with Australian Government funding, the joint investment of $2.1 billion will make significant inroads to improving the living conditions of remote Territorians. Key duties and responsibilities 1. Undertake project management including planning, development, coordination, monitoring, overseeing contract management and evaluation of the Housing Capital, and Minor New Works (MNW) delivery in regional and remote areas of the Northern Territory to achieve program objectives, outcomes and outputs to ensure continuous improvement. 2. Represent the Department with external stakeholders and partners (primarily in remote communities) to achieve outcomes in a highly political, cultural and complex remote housing environment. 3. Liaise and negotiate program and planning outcomes with a range of internal and external stakeholders 4. Lead and manage a small team and provide regular reports, briefings, memo and high-level advice to the Project Director relating to the capital works programs. 5. Develop and maintain strong working relationships with key stakeholders including other divisions and regional offices within the Department, other Government agencies and other key authorities, councils and service providers. 6. Undertake contract management on multiple contracts, executing responsibilities of contract Superintendent or Superintendent Representative. Selection criteria Essential 1. Demonstrated knowledge and experience in project and contract management and construction practices for capital works programs preferably in construction/land servicing/development. 2. High level knowledge of contemporary trends, challenges and directions in the delivery of complex Capital and MNW programmes; building codes and standards with the ability to interpret and critically review technical drawings. 3. Demonstrated high degree of autonomy, self-motivation, initiative, organisational and time management skills with the ability to work in a complex program delivery environment, maintain focus and confidentiality, and identify critical issues and risks. 4. Proven experience in strategic procurement and effective contract management relevant to construction industry including the ability to manage sensitive negotiations. 5. A high level of collaborative skills with demonstrated ability to develop and maintain productive working relationships with a diverse range of stakeholders and engage effectively across cultures. 6. Well-developed written and oral communication skills with proven ability to preparing quality documentation/reports driving a culture of accountability. 7. A current NT driver’s licence or equivalent, and physical ability to drive 4x4 vehicles for long distances, travel by various means including by light aircraft, and preparedness to work for short periods in remote communities. Desirable 1. Tertiary qualifications in Construction Management, Project Management, Business or other related discipline.
