About us The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services. About The Role Reporting to the Senior Project Manager, the Senior Change and Project Officer supports planning and delivery of a large work program to deliver an end-to-end procurement strategy and sourcing project for Whole of Victorian Government (WoVG) office accommodation service delivery. This includes applying expertise to support project planning and execution, project management, change management, transition management, stakeholder engagement and risk management activities. The role is responsible for supporting the Senior Project Manager to ensure the procurement strategy and project is managed efficiently and effectively to achieve: best value for Victorian Government; compliance with relevant legislative and regulatory requirement; stakeholder needs and expectations are considered through all stages of the program; and meeting business objectives as part of an end to end process with transition risks effectively managed to support business continuity and a smooth transition process. About You To be considered for the role, you must be able to demonstrate: Demonstrated knowledge and experience in supporting project and change management requirements for complex commercial procurements, preferably in a Victorian Government context.Change management expertise with experience developing and implementing comprehensive change and communication strategies for a complex work program (preferably in a procurement contract transition context). Strong project management and organisational skills, monitoring and actively managing timelines, resources, and deliverables, and supporting project governance and reporting needs.Exceptional stakeholder relationship skills and strong verbal and written communication skills with proven ability to engage with diverse stakeholders. Technical expertise Certification / Degree / Equivalent experience in a relevant discipline.Knowledge and experience in supporting complex commercial procurement projects. Experience in real estate, facilities management, or similar context is advantageous. Mandatory Requirements Tertiary qualifications in a related discipline, and/or significant experience in a similar procurement services role will be highly regarded.Experience in Victorian government procurement would be an advantage. Key accountabilities In collaboration with the Senior Project Manager and Project Director, support a major WoVG office accommodation management procurement program to achieve established strategic procurement and project objectives, applying robust project and change management, with a strong focus on the contract transition phase.Ensure all project parameters including budgets, schedules and scopes are effectively managed within tolerances, project deliverables meet timelines and quality standards, and maintain quality, up to date project management schedules, documents, and reports.Support and manage effective project and procurement risk management through all phases of the project, applying the Victorian Government Risk Management Framework to identify and manage risks.Support the Senior Project Manager and Project Director with project governance requirements, providing secretariat support for Steering committees and relevant working group forums, drafting terms of reference and communicating with project stakeholders to support adherence to Victorian Government Procurement Board (VGPB), DGS Procurement policy frameworks, and other applicable legislation, VPS policies and procedures throughout the project.
